Poor Conditions of Concentration Camps - Tamil Eelam /Srilanka

New film appears to reveal the victims of Sri Lanka's war suffering poor conditions in UN-funded camps. They are among the victims of Sri Lanka's civil war, living in camps funded by the UN.

Now footage has come to light apparently showing how bad conditions are in the camps - patients on intravenous drips lying on mud floors, a man so weak he is unable to brush the flies from his face. The mobile phone footage, from the group War Without Witness, was reportedly shot two weeks ago in Vavuniya, in northern Sri Lanka, where 200,000 displaced Tamils are being held.

The concern now is that when the monsoon rain season begins, the camp will be flooded. The plight of Tamil children was raised by Unicef spokesman James Elder, who has just been expelled from the country

Sri Lanka government mustn't ignore Tamils in camps

It is now three months since Sri Lankan President Mahinda Rajapaksa declared the country "liberated" from the Liberation Tigers of Tamil Eelam (LTTE) rebels after a 26-year war.


He said then that he wanted to settle most of the displaced Tamil civilians within 180 days--but today, with more than half that time elapsed, nearly 300,000 are still being held in "internment camps," to which the media and humanitarian organizations have virtually no access.


One person who was able to visit some of them in May was UN Secretary General Ban Ki Moon. He said: "I have traveled round the world and visited similar places, but these are by far the most appalling scenes I have seen...."
In mid-August, these camps were flooded by downpours which, according to The New York Times, "sent rivers of muck cascading between tightly packed rows of flimsy shelters, overflowed latrines and sent hundreds of families scurrying for higher ground."


"We all knew that the monsoon rain would come," says Nimalka Fernando, a Sri Lankan human rights activist and lawyer. "Many alerted the authorities. The government should have evacuated the displaced people earlier. It is terrible now. I am not sure whether the authorities can handle these conditions. Who can bear their children getting sick?"


Moreover, there is no public list of those being held in the camps, and many families do not know whether their loved ones are alive or dead.


The brutal and violent methods used by the LTTE during the conflict are beyond dispute. But while it was going on the government claimed to draw a distinction between LTTE fighters and the law-abiding Tamil population, whose genuine political grievances it would address once the "terrorists" had been defeated.
So far, nothing like that has happened. Although it has screened out those it believes were LTTE cadres and sent them to separate camps, the government repeatedly extends its own deadline for releasing the civilians who are still in the main camps.


People who question this inside Sri Lanka, like Fernando, are accused of being traitors in the pay of "the LTTE diaspora," while outsiders are accused of using humanitarian concerns as an excuse for neo-imperialist intervention. Sri Lankan journalists who criticized the government have been arrested, beaten and in some cases murdered in broad daylight, while many more have fled the country. Foreign journalists have been kicked out, and Human Rights Watch and Amnesty International are not allowed in.


In the last weeks of fighting an estimated 20,000 civilians lost their lives. Government forces are accused of shelling Tamil civilians and killing people who tried to surrender.


The LTTE are charged with using civilians as human-shields, forcibly recruiting them as fighters and shooting those who tried to flee. There are rumors of mass graves but no independent observer has been allowed into the war zones to investigate. The government claims to have won the "war on terror." within its own frontiers, and denies the right of countries that have been less successful to question its methods.

As one of the five "Colombo Powers" which organized the historic Bandung Conference in 1955, and a leading member of the Nonaligned Movement, Sri Lanka was, for many decades, a responsible democracy, even a model member of the international community. Surely, the people of Sri Lanka do not want to compromise that enviable status, and with it their good standing in the main groups that represent the developing world.

Friends of Sri Lanka the world over, especially in the developing world, do not understand why Rajapaksa chose Myanmar as the first country to visit after winning the war. They were concerned to read, on the government's own website, that one reason for this choice was that "the (Myanmar) generals are increasingly finding it difficult to contain insurgent groups in the country's northern frontier and are willing to learn some fresh lessons from President Mahindra Rajapaksa on how to defeat the enemy."

That is not what the international community in general, and the developing world in particular, wishes to learn from Sri Lanka. Rather, friends of Sri Lanka were -- and still are--expecting the country to be faithful to its democratic tradition and act on Rajapaksa's promises that the rights of minorities would be respected, that the displaced would be helped to return home, and that prisoners would be treated humanely.

We do not believe that most people in Sri Lanka agree with what some are saying in Colombo to the effect that developing country governments can best deal with internal opposition by crushing it ruthlessly and treating any advice to respect universal principles of human rights and humanitarian law (which Sri Lanka agreed to uphold when it signed and ratified many treaties and conventions) as hypocritical.

Sadly, the government's willingness to ignore these principles has met with very little international resistance. Even the United States, which has urged the rapid release of all civilians and deplored the government's slow timetable on political reform, is simultaneously encouraging US investors to "make Sri Lanka your next business stop."

This puts a heavy responsibility on all who are close to Sri Lanka's ruling elite and on Asia's key powers -- India, Japan and China -- which have been staunch supporters of the Rajapaksa government and have channeled large sums of money in its direction (much of it, recently, for humanitarian purposes). It is time for the people of these countries to insist on a full account of how their money is being spent, and for their governments to say clearly that further economic and political support will depend on the following conditions being fulfilled:

1. The United Nations, international Red Cross and voluntary agencies must be given full and unhindered access to care for and protect the civilians in the camps, and then help them return to wherever in their own country they choose to live.

2. A list of all those still alive and in custody should be published, so that families can stop searching for loved ones who are dead.

3. Any who continue to be detained as alleged LTTE combatants must be treated in accordance with the provisions of international law, and urgently given access to legal representation.

4. Accountability processes must be established to ensure that international aid is not diverted to purposes other than those for which it was given.

5. The Sri Lankan government should invite regional and international specialists in conflict reconciliation to help rebuild lives and communities.


6. Sri Lanka should request or accept a full UN investigation into war crimes committed by all parties during the war.


The government has won the war, and the world shares the feeling of relief visible among Sri Lanka's people. It remains for them to win the peace, and the rest of the world must help. That is the purpose of the demands listed above. World leaders as well as public opinion must insist on them, not only for the benefit of Tamils in general and the detainees in particular, but also for the hopes of democracy and human rights throughout Sri Lanka, and beyond. Peace won by the brutal humiliation of a people is rarely secure.

లిబరేషన్ టైగర్స్ ఆఫ్ తమిళ్ ఈలం (ఎల్ టి టి ఇ) అనేది తీవ్రవాద సంస్థనా, దాని మూడు దశాబ్దాల రక్తసిక్త చరిత్రలో చేసిన ఘోరమైన రాజకీయ, సాంస్కృతిక, సైనిక తప్పిదాలకు అది ఇప్పుడు మూల్యం చెల్లిస్తోందా, అసలు శ్రీలంకలో నివసిస్తున్న ఇరవైలక్షల పైచిలుకు తమిళులందరికీ ఎల్ టి టి ఇ ప్రాతినిధ్యం వహిస్తుందాలేదా, శ్రీలంక తమిళ సమస్యల పరిష్కారానికి ఎల్ టి టి ఇ హింసాత్మక, సాయుధపోరాట మార్గం ఎంచుకోవడం సరయినదేనా, వగైరా ఎన్ని ప్రశ్నలయినా ఇప్పుడు వేసుకోవచ్చు గాని నిజానికి ఆ ప్రశ్నలకు ఇప్పుడంత ప్రాధాన్యత లేదు. ఆ చర్చ ఇప్పుడు కేవలం పండిత చర్చే అవుతుంది. బహుశా శ్రీలంక అధ్యక్షుడుగా మహింద రాజపక్షే అధికారంలోకి వచ్చిన 2005 నవంబర్ నుంచీ, లేదా తమిళ ఈలం వాదులమీద పెద్ద ఎత్తున దాడి చేయాలని నిర్ణయించుకున్న 2006 అక్టోబర్ నుంచీ, ఒకవైపు విపరీతంగా సైనిక వ్యయాన్ని పెంచి, మరొకవైపు ఎల్ టి టి ఇ పై మానసిక యుద్ధాన్ని కొనసాగించి ముప్పేట దాడి సాగించిన కాలంలోనే ఆ ప్రశ్నలకు కాలం చెల్లిపోయింది.

ఇప్పుడిక సమస్య ఎల్ టి టి ఇ ది కాదు. ప్రపంచంలో ఏదో ఒక జన సమూహం ఆకాంక్షలను నెరవేర్చడం కొరకు సాయుధంగానో, నిరాయుధంగానో సుదీర్ఘకాలం పోరాడి, గెలిచి, ఓడి, అంతిమంగా ఓడి చరిత్ర గర్భంలో కలిసిపోయిన అనేక సంఘటిత నిర్మాణాల జాబితాలో ఎల్ టి టి ఇ చేరిపోయే క్రమం ఎప్పుడో మొదలయింది.

ఇప్పుడిక ప్రశ్న శ్రీలంకలో కనీసం రెండువేల సంవత్సరాలుగా జీవనం సాగిస్తూ, తమ స్వతంత్ర సాంస్కృతిక, భాషా అస్తిత్వాన్ని నిలబెట్టుకుంటున్న తమిళ జాతి జీవనం ఏమవుతుంది అనేది. ఆ దీర్ఘకాలిక సమస్య అలా ఉంచినా, ఇవాళ్టికివాళ శ్రీలంక సైనిక బలగాలు సాగిస్తున్న అతి క్రూరమైన నిర్బంధకాండలో పిట్టల్లా రాలిపోతున్న తమిళ ప్రజానీకపు జీవనపోరాటం గురించి ఆలోచించవలసి ఉంది. సైనికుల చక్రబంధం మధ్య అడవులలోనో, సైనికులు ఆక్రమించుకున్న తమ ఆవాసాలలోనో అణచివేతలో దుర్భరంగా బతుకు ఈడుస్తున్న లక్షలాది మంది తమిళులది. అంతర్జాతీయ సేవా సంస్థలు, వైద్య సహాయ సంస్థలు ఎంత ప్రయత్నిస్తున్నా, సైనిక అవరోధాల వల్ల ఉపశమనం దక్కకుండాపోతున్న చిన్నారి పిల్లలది, వృద్ధులది, అనారోగ్య పీడితులది. నామమాత్రపు శరణార్థి, సహాయ, పునరావాస శిబిరాలలో పోగువేసిన తమిళుల మందల మీద ఎటువంటి నిరాదరణ అమలవుతున్నదో స్వతంత్ర పరిశీలకులు కూడ చెపుతున్నదాన్ని బట్టి, శ్రీలంక సైన్యం ఎల్ టి టి ఇ ని అణచివేయడానికి మాత్రమే కాదు, పనిలోపనిగా శ్రీలంక తమిళులకు “పాఠం నేర్పే పవిత్ర కర్తవ్యాన్ని” చేపట్టినట్టు కనబడుతున్నది.

ఎల్ టి టి ఇ సాగించిన తమిళ ఈలం పోరాటాన్ని, అది చేపట్టిన అనేక పోరాటరూపాలను సమర్థించినా, సమర్థించకపోయినా, మనపొరుగునే, మనకళ్లముందే ప్రస్తుతం జరుగుతున్న ఈ మహామానవ విషాదం గురించి తప్పకుండా ఆలోచించవలసి ఉంది.

శ్రీలంకలో అత్యధిక సంఖ్యాక జాతిగా సింహళ జాతి తమ నేలమీది అల్ప సంఖ్యాక జాతులన్నిటినీ నిర్మూలించదలచుకున్నదనీ, జాతి దురహంకారంతో హిట్లర్ సాగించిన జాతిహనన కాండ తర్వాత అంతటి దుర్మార్గమైన మారణకాండకు పాల్పడడం ప్రారంభించిందనీ ఇరవయో శతాబ్ది శ్రీలంక చరిత్ర అంతా సాక్ష్యం పలుకుతుంది. నిన్నమొన్నటి విజయాల గర్వంతో శ్రీలంక సింహళ జాతి ఆ పనిని కొనసాగిస్తుందా? అందులోనూ విజయం సాధిస్తుందా? ఆ దారుణం జరిగిపోతుంటే సభ్య ప్రపంచమంతా మౌనసాక్షి లాగ ఉండిపోతుందా? ప్రపంచదేశాలన్నీ ఏం చేసినా, భాషనూ, ఉమ్మడి గతాన్నీ, సంస్కృతినీ పంచుకునే భారత తమిళులమీద ఈ హననకాండ ప్రభావం ఎలా ఉండబోతోంది? ఇవీ ఇవాళ ఆలోచించవలసిన ప్రశ్నలు.

నిజానికి శ్రీలంకలో తమిళజాతి జీవన్మరణ సమస్యలను ఎదుర్కోవడం ఇప్పుడే ప్రారంభం కాలేదు. “తమిళుల సమస్యలకు ఎల్ టి టి ఇ నే కారణం” అని ఇవాళ చచ్చిన పాము మీద మరొక రాయి విసరడానికి ప్రణబ్ ముఖర్జీ ఉత్సాహపడవచ్చుగాని, సింహళ పాలకవర్గాల చేతిలో శ్రీలంక తమిళులు అనుభవించిన దోపిడీ, పీడన, వివక్షల గురించి లక్షలాది అనుభవాలు, వేలాది పేజీల్లో నమోదయ్యే ఉన్నాయి. బ్రిటిష్ వలసవాదులు వెళ్లిపోయి, శ్రీలంక సింహళ జాతికి దేశాధికారం దక్కిన 1948 కన్న చాల ముందు నుంచీ కూడ, పరాయిపాలనలో కూడ సింహళ జాతీయులు సోదర తమిళులను అవమానాలపాలు చేశారనీ, పీడించారనీ, చిన్నచూపు చూశారనీ ఎన్నో ఆధారాలున్నాయి.

భారత కమ్యూనిస్టు ఉద్యమ నాయకుడు ఎ కె గోపాలన్ ఆత్మకథలో 1936 లో శ్రీలంక (అప్పటి సిలోన్) పర్యటించినప్పుడు అక్కడ భారత మలయాళీలమీద, తమిళులమీద సింహళీయులలో కనబడిన విద్వేషం గురించి వివరంగా రాశారు. ఆయన ప్రసంగించవలసిన ఒక సమావేశంపై సింహళీయులు రాళ్లు విసిరి దాన్ని భగ్నం చేయడానికి ప్రయత్నించినప్పుడు, తాను స్థానిక పత్రికలకు వ్యాసాలు రాశానని ఆయన వివరించారు. “భారతీయులకు, సింహళీయులకు మధ్య జరిగే వ్యక్తిగత తగాదాలకు కూడ జాతి వ్యతిరేకత రంగు పులమబడుతున్నదని, ఈ ధోరణిని అరికట్టకపోతే అతి దారుణమైన ఫలితాలు, పర్యవసానాలు ఉంటాయని” తాను ఆ వ్యాసాలలో హెచ్చరించానని గోపాలన్ రాశారు. నిజంగా ఏడు దశాబ్దాల తర్వాత ఆయన మాటలు ఎంత అక్షరసత్యాలో అర్థమవుతున్నాయి.

శ్రీలంక తమది మాత్రమేనని, అక్కడ ఉన్న ఇతర భాషల ప్రజలందరూ బయటివారేనని, ముఖ్యంగా తమిళ భాషా ప్రజలందరూ భారతీయులేనని, అందువల్ల వారు రెండవస్థాయి పౌరులుగా బతకవలసిందేనని సింహళుల విశ్వాసం. దేశంలోని అన్ని సింహళ రాజకీయపక్షాలకు వాటిలో వాటికి ఎన్ని విభేదాలున్నా, పరాయి జాతుల పట్ల వ్యతిరేకతలో మాత్రం ఏకాభిప్రాయమే.

అందుకే దేశ స్వాతంత్ర్యం రాగానే 1948లో డి ఎస్ సేనానాయకే నాయకత్వంలోని ప్రభుత్వం ప్రవేశపెట్టిన సిలోన్ పౌరసత్వపు చట్టం భారతీయ సంతతి వారికి పౌరసత్వాన్ని నిరాకరించే పేరుతో తమిళులందరి పౌరసత్వాన్ని రద్దు చేసింది. ఆ దుర్మార్గ చట్టాన్ని ఎత్తివేయించడానికి సుప్రీంకోర్టుకూ, చివరికి బ్రిటన్ లోని ప్రైవీ కౌన్సిల్ కూ మొరపెట్టుకుని ఓడిపోవడంతో, అంటే 1948 నుంచే ఆ దేశంలో తమిళుల ఆత్మగౌరవపోరాటం ప్రారంభమయింది.

ఆ తర్వాత 1956 లో దేశంలో సింహళాన్ని ఏకైక అధికార భాషగా ప్రకటిస్తూ మరొక చట్టం తేవడంతో సింహళ పాలకవర్గాల ఉద్దేశ్యాలు మరింతగా స్పష్టమయ్యాయి. ఆ చట్టాన్ని వ్యతిరేకిస్తూ తమిళ ప్రజాప్రతినిధులు చేసిన శాంతియుత సత్యాగ్రహాన్ని సింహళ సంస్థలు హింసాత్మకంగా అడ్డుకుని, తమిళులను ఊచకోత కోశాయి. ఆ తర్వాత, రాజ్యాంగంలో 1947 లోనే తమిళులకు కల్పించిన రక్షణలను తొలగిస్తూ సిలోన్ ప్రభుత్వం 1972లో రాజ్యాంగ సవరణను తీసుకొచ్చింది. అంతటితో సరిపోనట్టు, దేశంలో తమిళ జనాభా ఎక్కువగా ఉన్న ఉత్తర, తూర్పు ప్రాంతాల్లో, జననిష్పత్తిని మార్చడానికి అక్కడికి సింహళీయులను వలస పంపించి వారికి ఆవాసాలు కల్పించే పథకాన్ని శ్రీలంక ప్రభుత్వం 1980ల్లో మొదలుపెట్టింది.

ఈ విధానాలవల్ల మొత్తం మీద శ్రీలంకలో ఇప్పటికి నాలుగుసార్లు (1958, 1977, 1981, 1983) అతిపెద్ద జాతి కల్లోలాలు జరిగి వేలాది మంది బలి అయిపోయారు. ఆ తర్వాత ఇక తమిళుల సమస్య పరిష్కారం సమైక్య శ్రీలంకలో సాధ్యం కాదనీ, తూర్పు, ఉత్తర ప్రాంతాలతో స్వతంత్ర ఈలం (చరిత్రలో తమిళ స్వతంత్ర రాజ్యంగా కొనసాగిన సామ్రాజ్యం) స్థాపించుకోవలసిందేననీ, అటువంటి ఈలం శాంతియుత పోరాటపద్ధతులతో ఏర్పడడం సాధ్యం కాదనీ తమిళ ప్రజానీకం భావించడం ప్రారంభించింది. ఆ భావనకు వ్యక్తీకరణగానే అనేక సాయుధ పోరాట సంస్థలు పుట్టుకొచ్చాయి. అలాంటి దాదాపు డజను సంస్థలలో ఒక్కొక్కదాన్నీ పద్ధతి ప్రకారం నిర్మూలిస్తూ ఎల్ టి టి ఇ బలమయిన సంస్థగా అభివృద్ధి చెందింది. అప్పటినుంచీ సాగుతున్న అంతర్యుద్ధంలో కనీసం ఎనభై వేల మంది హతమయి ఉంటారని అంచనా.

పోరాట సంస్థల అనుభవాలలో ఎల్ టి టి ఇ ది ఒక విశిష్ట అనుభవం. అది ప్రపంచవ్యాప్తంగా తమిళ ప్రజల, పోరాటకారుల మద్దతు కూడగట్టుకుంటూ ఆర్థిక శక్తినీ, సైనిక శక్తినీ సమకూర్చుకుంది. ఒక దశలో భారత సైనిక బలగాల నుంచి శిక్షణనూ, ఆయుధాలనూ పొందింది. తనకు అనువైన నైసర్గిక వాతావరణంలో శ్రీలంక సైనిక బలగాలను మాత్రమే కాదు, అంతకన్న చాల బలమైన భారత సైనిక బలగాలను కూడ మట్టి కరిపించింది. సమాంతర ప్రభుత్వాన్ని నడిపింది. బహుశా ప్రపంచ చరిత్రలోనే మొదటిసారిగా సొంత విమానాలను, ఓడలను, జలాంతర్గాములను సంపాదించుకున్న పోరాటసంస్థగా ఘనతను సంపాదించింది. అంతర్జాతీయ స్థాయిలో పరపతిని కూడ పెంచుకుని తన తరఫున అంతర్జాతీయ సంస్థలో, నెదర్లాండ్స్ ప్రభుత్వం వంటి ప్రభుత్వాలో వకాల్తా పుచ్చుకునే పరిస్థితి కల్పించింది.

కాని ఈ క్రమంలోనే ఎల్ టి టి ఇ లోపలా బయటా శత్రువులను కూడ పెంచుకుంది. చాల సందర్భాలలో ఒంటరి అయిపోయింది. ఒక న్యాయమైన ప్రజా ఆకాంక్షకూ, దానికి నాయకత్వం వహించే సంస్థకు తెలిసో తెలియకో వచ్చే అహంకారానికీ మధ్య వైరుధ్యం ఒక అసాధారణ ప్రయోగం చేసిన పోరాటసంస్థను లోలోపలి నుంచి తినివేసింది.

అయితే అటువంటి సంస్థలు ఉంటాయా పోతాయా అనేదానికన్న ముఖ్యమైనది అవి వ్యక్తీకరించే ప్రజా సమస్యలకు ఏమవుతుందనేది. శ్రీలంకలో ఇవాళ సాగుతున్న పరిస్థితిని గత ఆరు దశాబ్దాల చరిత్ర నేపథ్యంలో చూస్తే, తమిళ ప్రజల జీవనం సింహళ పాలకవర్గాల చేతిలో మరింత దుర్భరంగా మారనున్నదనిపిస్తుంది. తమిళ ప్రజలు ఇంతకాలం అనుభవించిన వివక్ష కన్న మరింత ఎక్కువ వివక్షను, హింసను అనుభవించవలసి వస్తుందేమోననిపిస్తుంది. ఆ అణచివేత ఒక జాతి యావత్తునూ మరింతగా న్యూనతలోకి, పతనంలోకి, విధ్వంసంలోకి నెట్టవచ్చు. లేదా మరింత తీవ్రమైన, హింసాత్మకమైన ప్రతిఘటనకూ ప్రేరేపించవచ్చు. ప్రపంచచరిత్రలో రెండవ రకమైన ప్రతిస్పందన వచ్చిన దృష్టాంతాలే ఎక్కువ. ఈ రెండు పరిణామాలలో ఏది జరిగినా అది తమిళనాడులోని తమిళ ప్రజానీకపు మనసులమీద గాఢమైన ప్రభావం వేస్తుంది.

அமெரிக்காவில் மிகப் பிரபல்யமான தொலைக்காட்சிகளில் ஒன்றான CNN இல் இலங்கை இராணுவம் தமிழ் இளைஞர்களைச் சுட்டுக்கொல்லும் கோரக் காட்சிகள் ஒளிபரப்பாகியுள்ளன.

அந்த நிகழ்ச்சியில் அமைச்சர் கெகலிய ரம்புக்வெல்லவை தொடர்புகொண்டு CNN கேட்ட கேள்விகளால், இலங்கை அரசின் நம்பகத்தன்மை வெகுவாகப் பாதிக்கப்பட்டுள்ளது. அத்துடன் அந்த நிகழ்ச்சியில் கலந்துகொண்ட மனித உரிமை ஆர்வலர், இலங்கை அரசாங்கம் பொய்கூறிவருவதாக நேரடியாகவே தாக்கியுள்ளார். அதன் காணொளி இணைக்கப்பட்டுள்ளது.

வன்னி படையெடுப்பை நடத்திய சிறிலங்காப் படைகள் கைகளையும் கண்களையும் கட்டி வைத்துவிட்டுத் தமிழர்களைச் சுட்டுக்கொல்லும் பட்டவர்த்தனமான காட்சிகளை பிரித்தானிய காணொலிச் செய்திச் சேவையான 'சனல் -4' நிறுவனத்தின் ஜொனதன் மில்லர் வெளியிட்டுள்ளார்.

இந்தக் காணொலிக் காட்சிகளை வெளியிட்டுள்ள 'சிறிலங்காவில் ஜனநாயகத்திற்கான ஊடகவியலாளர்கள்' (Journalists for Democracy in Sri Lanka) என்ற அமைப்பு, இந்தக் காட்சிகள் கடந்த ஜனவரி 2009 இல் பதிவு செய்யப்பட்டதாகத் தெரிவித்துள்ளதாகவும், இதே காலப் பகுதியில் வெளிநாட்டு ஊடகவியலாளர்கள் போர்ப் பகுதிகளுக்குச் செல்வதை சிறிலங்கா அரசு தடை செய்துவிட்டிருந்தது எனவும் 'சனல் - 4' தெரிவிக்கின்றது.

இந்தக் காட்சிகள், "சிறிலங்கா அரசின் போர்க் குற்றங்களுக்கான ஆதாரங்களாக இல்லையா?" என ஜொனதன் மில்லர் கேள்வி எழுப்புகினன்றார்.


சிறீலங்காப் படையினரின் அதிர்ச்சி தரும் தமிழினப் படுகொலைகளின் புதிய காணொளி! (ஊடகங்களின் பயன்பாட்டுக்கான காணொளியும் இணைப்பு)


தமிழீழ விடுதலைப் புலிகளிடம் இருந்து நாட்டை மீட்டு விட்டோம் என்று சிறீலங்கா அரசாங்கம் அறிவித்து மூன்று மாதங்கள் கடந்துவிட்ட நிலையில், வெளிவந்துள்ள காணொளியானது சிறீலங்காப் படையினரிடம் அகப்பட்டுள்ள தமிழர்களை சிறீலங்கா அரசாங்கம் படுகொலை செய்கின்றது என்பதை உறுதி செய்துள்ளது.

தமிழ் இளைஞர்கள் மிகக் கொடூரமான முறையில் சித்திரவதைக்குள் உள்ளாக்கப்பட்டு, ஆடைகள் களையப்பட்டு, கண்கள், கைகள் கட்டப்பட்ட நிலையில் தரைவெளி ஒன்றுக்கு அழைத்து வரப்பட்டுள்ளனர். பின்னர் சிறீலங்காப் படையினர் குறிந்த இளைஞர்களைக் கேலி செய்து சிரிப்பதோடு, மூடுகாலணிகளால் உதைந்து அவர்களைக் சுட்டுச் கொன்றுள்ளனர்.

காணொளியில் ஒன்பது இளைஞர்களை சிறீலங்காப் படையினர் சுட்டுக் கொல்லப்பட்டுள்ளனர். இப்படுகொலைக் காணொளியானது சிறீலங்கா இராணுவச் சிப்பாய் ஒருவரிடம் இருந்து பெறப்பட்டுள்ளது. இக்காணொளியானது கடந்த சனவரிமாதம் பதிவு செய்யப்பட்டுள்ளது எனத் தெரிவிக்கப்பட்டுள்ளது.


குறிப்பு: மனதை மோசமாக பாதிக்கும் காட்சிகள் இந்த காணொலியில் இடம்பெற்றுள்ளன.

Channel 4 News shows footage claimed to show Sri Lankan forces executing Tamils earlier this year. Jonathan Miller reports.

Just three months after the Sri Lankan government declared the country liberated from the Tamil Tigers, video footage has emerged apparently showing government troops summarily executing Tamils.

Journalists for Democracy in Sri Lanka, which obtained the material, said it was filmed in January - when the international media were prevented by the Sri Lankan government from covering the conflict zone.


The Sri Lankan government launched a large scale military offensive in January capturing the Tamil Tiger held town of Kilinochchi. The army then steadily pushed the rebels into an small area of the north-east.

மனிதாபிமானப் பிரச்சினை ஒன்று உருவாகுவதைத் தவிர்க்குமாறும் போர்ப் பகுதியில் உள்ள ஆயிரக்கணக்கான மக்களுக்குத் தேவையான உதவிகள் சென்றடைவதற்கு வழிவகுக்குமாறும் அவசர கோரிக்கை விடுத்துள்ள அமெரிக்க அரச தலைவர் பராக் ஒபாமா, இந்த மனிதாபிமானப் பிரச்சினை தொடர்பாக உடனடி நடவடிக்கை எடுக்கப்படவில்லை என்றால் இது ஒரு பேரழிவாக மாற்றமடையும் எனவும் கடுமையாக எச்சரித்துள்ளார்.
இந்தப் பிரச்சினையுடன் சம்பந்தப்பட்ட அரசியல் விவகாரங்களை ஒருபுறத்தில் ஒதுக்கிவைத்துவிட்டு, போரில் அகப்பட்டுள்ள அப்பாவி ஆண்கள், பெண்கள், சிறுவர்களின் உயிர்களையிட்டுத்தான் நாம் முதலில் எமது கவனத்தைச் செலுத்த வேண்டும் எனவும் வெள்ளை மாளிகையில் நேற்று புதன்கிழமை ஊடகவியலாளர்கள் மத்தியில் உரையாற்றுகையில் அமெரிக்க அரச தலைவர் வலியுறுத்தினார்.

முல்லைத்தீவு மாவட்டத்தில் 'மக்களுக்கான பாதுகாப்பு வலயம்' எனப் பிரகடனப்படுத்தப்பட்டுள்ள பகுதி மீது சிறிலங்கா படையினர் தமது தாக்குதல்களைத் தீவிரப்படுத்தி, மருத்துவமனைகள், மக்கள் குடியிருப்புப் பகுதிகள் என்பன தொடர்ச்சியான எறிகணைத் தாக்குதலுக்குள்ளாகி ஆயிரக்கணக்கான மக்கள் கொல்லப்பட்டுவரும் ஒரு நிலையிலேயே அமெரிக்க அரச தலைவர் இந்த அவசர கோரிக்கையை முன்வைத்திருக்கின்றார்.

இங்கு ஊடகவியலாளர்கள் மத்தியில் உரையாற்றிய ஒபாமா மேலும் தெரிவித்ததாவது:

இலங்கையில் ஒரு மனிதாபிமானப் பிரச்சினை உருவாகியிருக்கின்றது என்பதை நீங்கள் அறிந்திருப்பீர்கள். போர்ப் பகுதியில் இருந்து அண்மைக்காலத்தில் கிடைத்த செய்திகள் மிகவும் கவலையளிப்பதாக இருக்கின்றது.

இப்பகுதியில் ஆயிரக்கணக்கான மக்கள் அங்கிருந்து வெளியேறுவதற்கு எந்தவிதமான வசதிகளும் இல்லாமல், உணவு, குடிநீர், மருந்து மற்றும் வதிவிட வசதிகள் எதுவும் இல்லாமல் அகப்பட்டுள்ளார்கள். இது பாரிய அவல நிலையைத் தோற்றுவித்திருப்பதுடன், ஆயிரக்கணக்கான மக்கள் இதனால் உயிரழிக்கும் நிலைமையும் ஏற்பட்டிருக்கின்றது.

இது தொடர்பில் உடனடியான நடவடிக்கை எடுக்கப்படவில்லை என்றால் இந்த மனிதாபிமானப் பிரச்சினை ஒரு பேரழிவாக மாற்றமடைந்துவிடும். இந்தப் பிரச்சினையுடன் சம்பந்தப்பட்ட அரசியல் விவகாரங்களை ஒருபுறத்தில் ஒதுக்கிவைத்துவிட்டு, போரில் அகப்பட்டுள்ள அப்பாவி ஆண்கள், பெண்கள், சிறுவர்களின் உயிர்களையிட்டுத்தான் நாம் முதலில் எமது கவனத்தைச் செலுத்த வேண்டிய தருணம் இப்போது வந்திருப்பதாகவே நான் கருதுகின்றேன்.

இந்நிலையில் விடுதலைப் புலிகள் தமது ஆயுதங்களைக் கீழே போட்டு விட்டு அப்பகுதியில் உள்ள மக்கள் வெளியே வருவதற்கு அனுமதிக்க வேண்டும் என நான் கேட்டுக்கொள்கின்றேன். பொதுமக்களை அவர்கள் பலவந்தமாககப் படைக்குத் திரட்டிக்கொள்வதும், பொதுமக்களை மனித கேடயங்களாகப் பயன்படுத்துவதும் ஏற்றுக்கொள்ள முடியாதவை. இவ்வாறான செயல்கள், அத்தகைய செயல்களில் ஈடுபடுபவர்கள் ஒதுக்கப்படுவதற்கே வழிசெய்யும்.

இந்த மனிதாபிமானப் பிரச்சினையை தவிர்ப்பதற்காக சிறிலங்கா அரசாங்கமும் பல நடவடிக்கைகளை மேற்கொள்ள வேண்டும் எனக் கேட்டுக்கொள்கின்றேன்.

முதலாவதாக - ஆயிரக்கணக்கான மக்களின் மரணங்களுக்கு காரணமாகவுள்ள எழுந்தமானமான எறிகணைத் தாக்குதல்களை சிறிலங்கா அரசாங்கம் நிறுத்திக்கொள்ள வேண்டும். இதில் பல மருத்துவமனைகளும் தாக்குதலுக்கு உள்ளாகியுள்ளன. அதேவேளையில் சிக்கலுக்கு உரிய பிரதேசத்தில் கனரக ஆயுதங்களைப் பயன்படுத்துவதில்லை என்ற தமது உறுதிமொழியை சிறிலங்கா அரசாங்கம் நடைமுறைப்படுத்த வேண்டும்.

இரண்டாவதாக - போர் இடம்பெறும் பகுதிக்கு ஐக்கிய நாடுகள் சபையின் மனிதாபிமானக் குழு ஒன்று செல்வதற்கும் அங்குள்ள மக்களின் உயிர்களைப் பாதுகாப்பதற்குத் தேவையான மனிதாபிமான உதவிகளை வழங்குவதற்கும் சிறிலங்கா அரசாங்கம் அனுமதியை வழங்க வேண்டும்.

மூன்றாவதாக - இடம்பெயர்ந்துள்ள சுமார் 1 லட்சத்து 90 ஆயிரம் மக்களையும் பார்வையிடுவதற்கும் அவர்களுக்குத் தேவையான மேலதிக உதவிகளை வழங்குவதற்கும் ஐ.நா.வையும் அனைத்துலக செஞ்சிலுவைச் சங்கத்தையும் சிறிலங்கா அரசாங்கம் அனுமதிக்க வேண்டும்.

இந்த வேளையில் அனைத்துலக சமூகத்துடன் இணைந்து செயற்பட்டு அங்குள்ள மக்களுக்கு உதவுவதற்கு அமெரிக்கா தயாராகவிருக்கின்றது. இதில் தாமதம் கூடாது என நான் நினைக்கின்றேன். இந்த சந்தர்ப்பத்தில் மேலும் மனிதாபிமானப் பிரச்சினைகள் ஏற்படுவதைத் தவிர்ப்பதற்காக நாம் அனைவரும் இணைந்து செயற்பட வேண்டியது அவசியம்.

இதற்கு மேலாக சிறிலங்கா அரசாங்கமானது அந்த நாட்டில் உள்ள அனைத்து மக்களினதும் கெளரவத்தைப் பாதுகாக்கக்கூடியவகையிலான இறுதித் தீர்வு ஒன்றை முன்வைக்க வேண்டும் எனவும் கேட்டுக்கொள்கின்றேன்.

மேலும் மரணங்கள் இடம்பெறுவது அந்த நாட்டு மக்கள் விரும்பும் சமாதானத்தை அடைவதற்குத் தடையாகவே இருக்கும் என்பதையும் தெரிவித்துக்கொள்ள விரும்புகின்றேன் என்றார் அவர்.

President Barack Obama Wednesday urged Sri Lanka to stop "indiscriminate shelling" of civilians and the Tamil Tiger rebels to surrender, warning of a humanitarian "catastrophe" otherwise.

"Without urgent action, this humanitarian crisis could turn into a catastrophe," Obama told reporters, with the United Nations estimating that up to 50,000 civilians may be trapped in the ferocious Sri Lankan fighting.

"So I urge the Tamil Tigers to lay down their arms and let civilians go. Their forced recruitment of civilians and their use of civilians as human shields is deplorable," the US president said.

"I'm also calling on the Sri Lankan government to take several steps to alleviate this humanitarian crisis," he added.

"First, the government should stop the indiscriminate shelling that has taken hundreds of innocent lives, including (in) several hospitals."

US Secretary of State Hillary Clinton called Tuesday on the warring sides in Sri Lanka to stop fighting immediately and allow trapped civilians to escape the conflict.

But Obama himself has been silent on the issue, prompting Time magazine to comment that the president was "failing" a critical test of his young administration.

In his remarks outside the White House, Obama acknowledged that "with all the big issues going on," Sri Lanka "hasn't received much attention."

Attempting to put that right, the president said "the government should live up to its commitment to not use heavy weapons in the conflict zone," and should grant UN and Red Cross aid workers access to suffering civilians.

"The United States stands ready to work with the international community to support the people of Sri Lanka in this time of suffering. I don't believe that we can delay," Obama said.

"Going forward, Sri Lanka must seek a peace that is secure and lasting and grounded in respect for all of its citizens," he said.

"More civilian casualties and inadequate care for those caught in resettlement camps will only make it more difficult to achieve the peace that the people of Sri Lanka deserve."

Mr. Karunanidhi's comments put the Congress in a spot which stopped short of outright condemnation with the Tamils issue following the hostilities in Sri Lanka emerging as a major campaign issue in Tamil Nadu where the polls will be held in the last phase on May 13.

Mr. Karunanidhi, who has strong views on the Sri Lankan Tamils issue and on the LTTE which is banned in India, said the LTTE has "genuine and legitimate" goals of creating an independent Tamil state in Sri Lanka, but certain methods adopted by it are wrong.


"Prabhakaran is my good friend. I am not a terrorist," Mr. Karunanidhi told NDTV in an interview when asked whether he saw the LTTE supremo a terrorist.

Subsequently asked by his daughter and DMK Rajya Sabha MP Kanimozhi, who was present during the interview, whether he saw Prabhakaran as a terrorist, Mr. Karunanidhi, speaking in Tamil, said "Naan appadi paarkkalai (I don't see that way)."
